In the Netherlands there seems to be a rapid rise in incidents involving mentally confused people. For example, someone setting their house on fire, or a person parking his car on a railway line. The Dutch police say this rise might be connected with cuts to the mental health system. The trend is raising questions and concern as Suzanna Koster reports from Amsterdam.
